Volunteer Incentive Program Update
Thu. Aug 7th 2008

This letter was emailed to all Chiefs and Assistant Chiefs today.

TO:                All District Chiefs

FROM:         Patrick M. Schoeffel, Chief
                       Powhatan County Fire Department

SUBJECT:    Volunteer Incentive Program Update

DATE:           August 7, 2008

The fire office had a meeting today with county administration staff reference the volunteer incentive programs for the Fire Department and the Rescue Squad. The current personnel property tax reduction program will stay in place and it looks very promising that the tax voucher program will be adopted and go in effect this year. If approved, the volunteer members that qualify with the 2007 data will be able to use their tax voucher in 2008. There are a few legal questions that we are waiting answers on. These are two separate volunteer incentive programs.

Personnel Property Tax Reduction Program
Please provide to the fire office by August 22 a copy the 2007 personnel property tax forms showing which members have qualified for the program and they will receive the $1.80 rate on their personnel property taxes.

Tax Voucher Program
The tax voucher program is still in the works and looks promising that it will be adopted. If adopted the data collected on members in 2007 would allow them to qualify for the tax voucher program to be used on their 2008 taxes. Companies should already be keeping this data on their members for other reasons. The data would be emergency calls, training hours, meetings, on duty time (recorded duty crews), and support / administrative functions. Life and auxiliary members must meet the qualifications to qualify for the program.
